The worked question on this page is original educational practice. It is not represented as a question from an official previous-year examination paper.
01 / UNDERSTANDING
Review the question
Create an original sample-testing case with mixed compliant and non-compliant records. Ask which conclusion is supported and reject answers that claim universal correctness or failure without further evidence.
02 / UNDERSTANDING
The concept in context
Testing a sample can reveal exceptions but does not automatically prove that every transaction is correct or incorrect. Findings should connect condition, criteria, cause and consequence, supported by evidence. Management remains responsible for implementing controls and remediation; the audit function evaluates and follows up without becoming the owner of routine operational decisions.
03 / UNDERSTANDING
A worked learning case
Original educational case. An audit team reviews a branch’s payment-authorisation process. The policy requires an independent detail check, but several sampled approvals contain no evidence of that check. The finding concerns whether the control operates as intended. The team considers the exceptions and root cause; it should not claim that every payment in the branch was wrong.
ORIGINAL EDUCATIONAL PRACTICE
Try it before you check.
Original practice: Does the existence of a written approval policy prove that the approval control operated effectively?
Show the answer and reasoning
No. Operating evidence is also needed.
A policy describes intended design. Effective operation requires evidence that the relevant check occurred consistently and addressed the risk. Comparing documents, transaction records and exceptions helps assess that operation. Without such evidence, an auditor cannot bridge the gap from a rule being written to the rule being followed in actual work.
Two traps to watch for.
- Treating a documented policy as evidence of consistent operation.
- Generalising a sample exception into a claim about every transaction.
YOUR TOPIC-SPECIFIC LEARNING MAP
Learn from the attempt
Distinguish control design from operating effectiveness.
Write an evidence-based finding from a small case.
Separate management ownership from audit assessment.
Explain the idea, apply it to a new situation, then check what changed in your reasoning.
