BANKERS TUTORIAL · RBI · TOPIC & REVISION GUIDE

Topic guide: Government borrowing: deficit flows and debt stocks

A fiscal deficit is a flow over a period, while public debt is a stock outstanding at a date. Borrowing can finance a financing gap, but debt comparisons require attention to repayments, adjustments and measurement coverage.

01 / UNDERSTANDING

Learning objectives

Cover deficits, financing flows, repayment and debt stocks, including the basic distinction between a budget measure and a balance-sheet position. Reconcile stocks using borrowing and repayment flows over the same period. Your practical tasks are to label each measure as stock or flow and reconcile opening debt, borrowing and repayments. These conceptual objectives are a study framework, not an official question allocation. Demonstrate the distinction with a fresh worked case, including the assumptions that make the answer valid.

02 / UNDERSTANDING

The concept in context

A fiscal deficit is a flow over a period, while public debt is a stock outstanding at a date. Borrowing can finance a financing gap, but debt comparisons require attention to repayments, adjustments and measurement coverage. Write an opening stock, add new borrowing and subtract repayments before discussing the closing debt stock.

03 / UNDERSTANDING

A worked learning case

A fictional government begins with debt of 500, issues 80 in new borrowing and repays 30 during the year. With no other adjustments, closing debt is 550. Reporting only the 80 issued would confuse gross borrowing with the net increase of 50, while calling the opening 500 a yearly deficit would confuse a stock and a flow.

ORIGINAL EDUCATIONAL PRACTICE

Try it before you check.

What is the net debt increase under the stated simplified assumptions?

Show the answer and reasoning

50 units.

New borrowing adds 80 to the outstanding stock and repayments subtract 30, so the net increase is 50. Adding that amount to opening debt of 500 gives closing debt of 550. This reconciliation assumes away valuation changes and other adjustments; gross issuance alone does not describe the change in debt outstanding.

Two traps to watch for.

  • Confusing gross borrowing with the change in outstanding debt.
  • Comparing an annual deficit directly with a dated debt stock.

YOUR TOPIC-SPECIFIC LEARNING MAP

Your revision map

  1. Label each measure as stock or flow.

  2. Reconcile opening debt, borrowing and repayments.

  3. Check coverage and adjustments in actual statistics.

Explain the idea, apply it to a new situation, then check what changed in your reasoning.
