Study plan: Separating treasury execution, risk monitoring and settlement

Treasury controls distinguish trading decisions, independent risk monitoring and transaction completion. Learn why separate roles, timely confirmations and reconciliations matter even when a dealer's positions appear profitable and within the reported limits.

This is an original preparation plan, not a new examination announcement. Check dates, stages, eligibility and application instructions in the issuing authority’s current notice.

01 / UNDERSTANDING

Plan your preparation

Prepare by mapping a fictional bond trade and placing one exception at each stage. Practise naming the evidence needed to resolve it. Then explain why a positive profit does not change the authority or settlement question. Readiness means diagnosing the failed control from the facts instead of applying a generic call for stronger supervision.

02 / UNDERSTANDING

The concept in context

A dealer executes transactions within approved authority, while independent functions monitor exposures and verify records. Settlement teams complete payments and deliveries under the relevant controls. Clear segregation reduces the chance that one person can initiate a trade, conceal its risk and complete or alter the associated cash movements without independent scrutiny.

03 / UNDERSTANDING

A worked learning case

A fictional dealer reports an attractive gain on a bond transaction. Independent monitoring finds the deal missing from the exposure feed, while settlement receives a late change to payment instructions. The bank checks the trade record and approved instruction process separately. Profitability does not resolve either the incomplete risk report or the payment-control exception.

ORIGINAL EDUCATIONAL PRACTICE

Try it before you check.

Should a profitable reported treasury trade bypass independent confirmation and settlement controls?

Show the answer and reasoning

No; profitability does not establish authority, accuracy or safe completion.

A positive valuation may coexist with an unauthorised position, an incomplete exposure record or incorrect payment instructions. Independent checks address those different risks and remain relevant regardless of the reported gain. The trade should follow its approved lifecycle, with exceptions investigated through the appropriate control and escalation arrangements.

Two traps to watch for.

  • Allowing the originator to resolve every exception without independent evidence.
  • Treating a positive profit report as proof of a complete control process.

YOUR TOPIC-SPECIFIC LEARNING MAP

Build your next study session

  1. Map execution, monitoring and settlement responsibilities.

  2. Identify which record supports each lifecycle stage.

  3. Assign an owner and escalation route to an unresolved exception.

Explain the idea, apply it to a new situation, then check what changed in your reasoning.
